10.12.05 The Horsham Township Authority for NAS-JRB (HLRA) was formed by Horsham Township Resolution 2005-26.
11.09.05 Congress approves BRAC list. Base Relocation and Closure Act of 2005 (BRAC 2005) provides for the closure of NAS-JRB Willow Grove and Off-site Housing.
02.16.06 Formal application by Horsham Township Authority to Office of Economic Adjustment (OEA) for recognition as the LRA to plan reuse of all surplus property associated with NAS-JRB Willow Grove, including Off-site Housing.
03.10.06 Under Secretary of Defense correspondence recognizing Horsham Township Authority as the Local Redevelopment Authority for planning the Redevelopment of NAS-JRB Willow Grove and Off-site Housing.
04.27.06 Horsham Township Authority (HLRA) recognized in the Federal Register as Local Redevelopment Authority for NAS-JRB Willow Grove and Off-site Housing.
05.11.06 Final Environmental Condition of Property Report by Department of the Navy.
01.02.09 Off-site Housing for Shenandoah Woods Housing and Jacksonville Road Housing declared surplus property in Federal Register.
01.15.09 Department of the Navy letter advising that no federal agencies have expressed interest in acquiring remote housing parcels known as Shenandoah Woods and Jacksonville Road. Navy has declared these housing areas to be surplus property.
01.29.09 HLRA published Public Notice of availability of Surplus Federal Property to State and Local Eligible parties, including Homeless Service Providers. HLRA seeking Notices of Interest (NOI) due July 15, 2009. Workshop to be held April 2, 2009.
04.02.09 Public workshop held at Warminster Township Building to provide an overview of base redevelopment planning process, information on land use constraints at that time and the Notice of Interest (NOI) Process. NOI booklets distributed for application by homeless providers and public benefit users. NOI's due July 15, 2009
07.09.09 Bucks County Committee Meeting to review Request for Proposals from land planning consultants.
07.15.09 Notice of Interest (NOI) due date. HLRA received and evaluated the five Notices of Interest received from Aldie Foundation, Bucks County Housing, ATG Learning Academy, Warminster Township and The Reinvestment Fund.
07.21.09 BBP Meeting introducing firm and their qualifications to be land planning consultant.
10.12.09 Community Kick-off Meeting by BBP.

03.26.10 HLRA requests extension of time to Office of Economic Adjustment (OEA) to finalize Redevelopment Plan. Requested deadline to be extended until August 31, 2010.
06.14.10 Meeting #5 by BBP - Recommended Alternatives for Redevelopment Plan.
08.31.10 HLRA completes Redevelopment Plan; submits to Department of Housing and Urban Development (HUD) for approval.
11.12.10 HUD reviews HLRA Redevelopment Plan and Homeless Submission and requests revisions to Redevelopment Plan.
12.20.10 HLRA requests extension to revise Redevelopment Plan and Homeless Submission.
01.25.11 Office of Economic Adjustment (OEA) letter to HLRA granting extension of 90 days to submit revised Redevelopment Plan by May 18, 2011.
04.11.11 Bucks County Committee meeting at the William Tennent High School Cafeteria in Warminster, PA to review the revised homeless submission and surplus property redevelopment plan for off-site housing.

HLRA submits the NAS-JRB Willow Grove Off-site Housing Amendment and Supplement to the Redevelopment Plan and Homeless Assistance Submission to the U.S. Department of Housing and Urban Development (HUD) and the Department of the Navy for approval of surplus property at Shenandoah Woods and Jacksonville Road housing areas in Bucks County, PA.


HUD sent letter to the HLRA advising that it was HUD's final determination that the revised Redevelopment Plan for NAS-JRB Willow Grove for Off-site Housing at Shenandoah Woods and Jacksonville Road meets the requirements of the Base Community Redevelopment and Homeless Assistance Act of 1994.

01.26.12 Finding of Suitability to Transfer prepared by the Department of the Navy for Jacksonville Road Housing in Ivyland Borough, Warminster, PA.
03.01.12 Finding of Suitability to Transfer prepared by the Department of the Navy for Shenandoah Woods Housing Complex in Warminster, PA.
10.03.12 Navy issued Notice of a Finding of No Significant Impact (FONSI) for the disposal and reuse of the property at Jacksonville Road and Shenandoah Woods Housing in Bucks County. This clears the way for transer of the two properties and that it is anticipated that the Bucks County Redevelopment Authority will negotiate with the Navy for a price for Shenandoah Woods and HUD will be able to convey the Jacksonville Road property to Bucks County Housing Group.
05.29.13 Navy transfers the Jacksonville Road property (2.54 acres) to Ivyland Borough to assist the homeless and for uses consistent with the NAS-JRB Willow Grove Off-site Housing Amendment and Supplement to the Redevelopment Plan and Homeless Assistance Submission.

Finding of Suitability to Transfer prepared by Department of the Navy for Shenandoh Woods Housing Complex, Warminister, PA. This FOST supersedes the July 2012 FOST in its entirety due to revisions in Section 3.
