Transition to Implement
Now that the Redevelopment Plan and Homeless Assistance Submission for NAS-JRB Willow Grove Off-site Housing and Jacksonville Road have been completed, the Horsham Land Redevelopment Authority's (HLRA) work relating to the transfer of both properties from the Navy is nearly complete.

Shenandoah Woods Housing
The Bucks County Redevelopment Authority is expected to obtain the property through a negotiated sale with the Navy and redevelop the area into a mix of 113 single-family homes and twins homes. Other parts of the plan involve Warminster Township obtaining 25 acres of woodlands at the south portion of the property that would be used partially for a stormwater retention facility. The Aldie Foundation, a drug and alcohol counseling center, may receive title to 20 townhouse units in Shenandoah Woods, via a "no-cost homeless assistance conveyance," which allows surplus military property to be transferred for free to qualified agencies or an accommodation payment may be paid to the Aldie Foundation in lieu of conveyance of the Shenandoah Woods property to assist the homeless in Bucks and/or Montgomery Counties in accordance with the principles of Aldie's NOI.
In September 2015, the Navy issued a new Finding of Suitability to Transfer (FOST), NAS-JRB Willow Grove - Shenandoah Woods Housing Complex, Warminster, PA. This FOST supersedes the July 2012 FOST in its entirety due to revisions in Section 3.. The Navy is currently working on other documents which will allow them to transfer the property in accordance with the Redevelopment Plan.
The HLRA is continuing to monitor the ongoing discussions between the Navy and Warminster Township and the Bucks County Redevelopment Authority regarding the negotiated sale of the former military housing site located in Warminster Township. The HLRA's Redevelopment Plan and Homeless Assistance Submission for NAS-JRB Willow Grove Off-site Housing and Jacksonville Road includes use of a portion of the property to expand the adjacent township park and provide for stormwater management with the remaining portion to be used for residential purposes.
Jacksonville Road Housing
The Bucks County Housing Group will receive the Jacksonville Road land through a no-cost homeless assistance conveyance for use as their corporate headquarters.
The Navy issued the Finding of Suitability to Transfer (FOST), NAS-JRB Willow Grove - Jacksonville Road Housing, Ivyland Borough, PA in January, 2012. On May 29, 2013, the Navy conveyed the Jacksonville Road parcel, consisting of 2.54 acres to Ivyland Borough for the purpose of assisting the homeless and other certain uses as detailed in the NAS-JRB Willow Grove Off-site Housing Amendment and Supplement to the Redevelopment Plan and Homeless Assistance Submission.
As part of the legally binding agreement for the parcel, the HLRA assigned all rights and responsibilities to Ivyland Borough. Ivyland Borough in turn conveyed the parcel to the Bucks County Housing Group for the purpose of serving the homeless as detailed in the NAS-JRB Off-site Housing Redevelopment Plan.
BCHG expects to move their administrative office staff (managers, clerical, financial, and support personnel) to the Jacksonville Road property in early 2014. BCHG are obligated to use the property to benefit the homeless of Bucks County for 30 years.
