10.12.05 The Horsham Township Authority for NAS-JRB (HLRA) was formed by Horsham Township Resolution 2005-26.
11.09.05 Congress approves BRAC list. Base Relocation and Closure Act of 2005 (BRAC 2005) provides for the closure of Horsham Memorial Army Reserve Center.
03.16.06 Formal application by Horsham Township Authority to Office of Economic Adjustment (OEA) for recognition as the LRA to plan reuse of Horsham Memorial Army Reserve Center.
04.07.06 Under Secretary of Defense letter recognizing Horsham Township Authority (HLRA) as the Local Redevelopment Authority for planning the Redevelopment of Horsham Memorial Army Reserve Center.
04.27.06 Horsham Township Authority (HLRA) recognized in the Federal Register as Local Redevelopment Authority for Horsham Memorial Army Reserve Center.
05.09.06 Horsham Memorial Army Reserve Center declared surplus property in Federal Register.
05.24.06 Department of the Army letter advising the HLRA that Horsham Memorial Army Reserve Center was declared surplus on May 9, 2006 in Federal Register.

07.20.06 Public workshop held at 3:00 pm at the Horsham Memorial Army Reserve Center for the purpose of advising all interested parties of the requirements and procedures regarding the submittal of a Notice of >Interest (NOI). Workshop included an overview of the base redevelopment process, a tour of the facility and information on any land use constraints known as at the time. NOI's due October 6, 2006.
10.06.06 Notice of Interest due date. HLRA reviewed and evaluated the two Notices of Interest (NOI) received from Hatboro-Horsham School District and Willow Grove Community Development Corporation.
04.2007 Final Environmental Condition of Property Report completed by U.S. Army Corps of Engineers.
07.02.07 HLRA submits Reuse Plan to Department of Housing and Urban Development (HUD) for approval. The Reuse Plan is for Hatboro Horsham School District to use garage area to expand existing bus area and remainder for playing fields for Hallowell Elementary.
08.30.07 HUD requested supplemental information and reviewed reuse plan for homeless accommodation.
10.31.07 HUD accepted the HLRA Reuse Plan.
02.01.11 Final Environmental Assessment of no significant impact. (U.S. Army Corp of Engineers with technical assistance from Parsons - Chesterfield, MO)
03.08.11 Public Notice of Availability of Environmental Assessment Report published in paper (30 day comment period).
08.01.11 Finding of Suitability to Transfer prepared for Horsham Memorial U.S. Army Reserve Center.
05.24.12 Hatboro-Horsham School District submits revised application for public benefit allowance acquisition of surplus federal real property for educational purposes to the United States Department of Education. The Hatboro-Horsham School District is requesting the entire property for the rebuilding of Hallowell Elementary School.
06.01.12 U.S. Department of Education approved application from the Hatboro-Horsham School District to acquire the Horsham Memorial U.S. Army Reserve Center (HMARC) for educational reutilization.

The HLRA Board approved the revised Notice of Interest (NOI) from the Hatboro-Horsham School District on June 20, 2012 and directed the HLRA staff to take any and all action necessary to advice the U.S. Army of the changes in the Reuse Plan for the Horsham Memorial U.S. Army Reserve Center, to effectuate property transfer to the Hatboro-Horsham School District via Public Benefit Conveyance through the Department of Education.

06.01.13 In March 2013, the U.S. Army issued a supplemental environmental assessment and draft Finding of No Significant Impact (FONSI) for the site. After reviewing comments received during the 30 day public comment period, the final FONSI was signed in June, 2013.
12.29.13 In December 2013, the former Horsham Memorial U.S. Army Reserve Center was transferred to the Hatboro-Horsham School District (HHSD) through a public benefit conveyance with the U.S. Department of Education. The U.S. Army transferred the property to the U.S. Department of Education after HHSD's plan to use the property for educational purposes was approved by the HLRA. HHSD plans to construct a new elementary school on the site which will replace the adjacent Hallowell Elementary School.
08.31.15 Hatboro-Horsham School District holds a groundbreaking ceremony to mark the start of construction of The New Hallowell Elementary School.
