Chairman Whiteside called the meeting to order at 3:36 pm in the Horsham Township Building at 1025 Horsham Road, Horsham PA 19044 and led those in attendance in the Pledge of Allegiance to the flag.
Mr. Whiteside started the meeting by asking if there were any questions or comments from the public, Mr. Bill Randell of 105 Gerstley Rd. Hatboro, PA voiced a new idea he has for the redevelopment of NAS-JRB Willow Grove. He thought that a fair ground would be a great use of the 862 surplus acres. Mr. Whiteside thanked Mr. Randell for the idea.
Mr. Whiteside asked for the will of the Board regarding minutes of the HLRA meeting on May 20, 2015. It was moved by Mr. McCouch, second by Ms. Furia to approve the minutes for the May 20, 2015 HLRA meeting. All voted in favor, motion passed unanimously.
Mr. Whiteside asked Mr. McGee for the Executive Director’s Report. Mr. McGee noted that the HLRA held an executive session prior to the HLRA public meeting concerning real estate transactions. Mr. McGee stated the HLRA, staff, and consultants have been very busy with the revised Economic Development Conveyance Application as well as the creation of Master Development Agreement with Catellus. All consultants are exchanging substantial amounts of back up information and holding conversations about the preparations of the two documents.
Mr. McGee shared with the Board that he hopes the HLRA and consultants can deliver the revised EDC application for their review shortly. The submission of the EDC application to the Navy should be within the next two months.
Mr. McGee informed the Board that the HLRA continues to be informed by the Navy and their efforts towards environmental cleanup. The Navy is working with EDA, DEP, U.S. Air Force, HWSA, Horsham Township and property owners in the region to address the PFC contamination in the groundwater. The Navy has signed an agreement with HWSA that will provide public water to those whom are negatively impacted with PFC contamination. HLRA is in hope that the EPA will soon issue guidelines on how to address the PFC issue. The Navy does not have set guidelines to address the PFC contamination since it is an emerging contaminate.
Mary Dare of 99 Crabapple Lane Hatboro, PA 19040 voiced a concern about recent chatter regarding proposed developments outside the base being rezoned to more dense housing. Mrs. Dare expressed concern that the proposed developments would have an impact on the current plan for NAS-JRB Redevelopment. Ms. Eberle answered that this Authority has no control over what happens outside of the base; it only has control of what happens on the inside of the fence.
Mr. Whiteside asked Ms. Eberle for the Solicitor’s Report. Ms. Eberle indicated that the staff and consultants have been working very hard to get the Authority ready for negotiations with the Navy and the developer Catellus.
Mr. Whiteside asked for the will of the Board regarding the list of checks. It was moved by Mr. Donnelly, seconded by Mr. McCouch, to approve the list of checks in the amount of $73,512.02. All in favor, motion passed unanimously.
Mr. Whiteside asked if there was any new business, there were none.

Michael Kozlouski of Horsham, PA questioned the Board if there has been any consideration to make the HLRA Board meetings bi-monthly due to the pattern of meeting cancellations. Mr. Whiteside responded that there is no specific plan to do so. Mr. Whiteside explained there are periods in the redevelopment where there is a lot of activity and periods where there is little to deliberate. Mr. McGee also added that it is easier for the HLRA to cancel a scheduled meeting instead of creating and advertising a new meeting.
Mr. Whiteside announced that the next Horsham Land Redevelopment Authority meeting would be on September 16, 2015 at 3:30 pm in the Horsham Township Municipal Building. There being no further business, the meeting was adjourned at 3:45 pm.
